The Imperial Council originally consisted of 1
member for each of the 42 Noble Families, 1 for each inhabited
world and seven members at large. Membership was open to all Imperial
Citizens.
In TE 62, the unweildy Imperial Council was reorganized as
a permanent total of 201 seats, distributed as follows:
- 42 seats for Noble Families
- 20 Mercantile Seats for the top companies
on Stock Exchange
- 32 at large (four per province)
- 19 permanent planetary seats
- 88 random planetary seats

The 88 seats for unrepesented worlds and settlements were chosen
randomly by Terrad each year. Each Province was represented by
a fluctuating total of between 6 and 15 seats.
